Funds for this contract are designated in "other contractual services"account:107-2360-534000-200. It should be noted that the daily GPS costs are at $3.35 per day. The daily costs will remain the same for this year.

Previous Action

On May 22,2007, the Board initially approved a contract with STOP to monitor criminal defendants through the County Pretrial release program. The services provided by STOP improve public safety and are essential to the Pretrial Program.

Recommendation

Staff recommends that the Board enter into an extension with S.T.O.P. for the next fiscal year (October 2017-September 30, 2018). The service provided is essential to the Pretrial Program.

Background

Since June 2007, the County has contracted with Satellite Tracking of People, LLC(STOP) for the electronic monitoring of criminal defendants and offenders. In lieu of incarceration, this company provides Global Position Satellite (GPS) electronic monitoring technology, enabling the County Pretrial Program to track criminal defendants and offenders via satellite. The County Pretrial Release Program has been satisfied with the services of STOP. The judiciary is also satisfied with the results that GPS provides. Furthermore, an "Interagency Agreement" between Okeechobee and St. Lucie Counties for Pretrial Services in Okeechobee is in place and will continue to bring in $80,000.00 in additional revenue. A copy of the proposed tenth amendment with STOP is attached to this memorandum. The daily GPS cost of $3.35 per day will remain the same.
