Third Amendment to the Federal Transit Administration (FTA) New Freedom Grant

Financial Impact

With this amendment, the County Transit MSTU (account string 130-4410-534000-400) will now be responsible to provide the required match in the amount of $10,000. Funds are currently in account string 130118-4410-331421-400 and will be expended through 130118-4410-534000-400. There is no change in the overall grant amount.

Previous Action

May 15, 2014 - BOCC accepted FTA grant funds and agreed to disburse and provide matching funds to the Council on Aging of St. Lucie, Inc (COA).

 

June 17, 2014 - BOCC and COA entered into first amendment to provide for supplemental funds to the grant.

 

October 27, 2014 - BOCC and COA entered into second amendment to provide for supplemental funds to the grant.

Recommendation

Staff recommends Board acceptance of the third amendment to the New Freedom agreement and authorization for the Chairman to sign documents as approved by the County Attorney.

Background

In May 2014, the Federal Transit Administration (FTA) awarded the New Freedom grant to St. Lucie County/Council on Aging of St. Lucie, Inc. (COA) to fund transportation for seniors and individuals with disabilities. Subsequently, the grant was amended twice to provide for supplemental funding for the program. All funds have been spent with the exception of $10,000.00 which was granted to the COA and designated for after-hours services. County staff have since developed Direct Connect; a service designed to bridge the gaps in public transportation services for employment, education and non-emergency healthcare. The County Transit Division is administering this program which utilizes third party transportation providers (taxi-cabs and LYFT.) According, the original sub grant agreement requires modifications to reflect the reallocation of funds. The overall project budget has not changed.
