Staff recommends Board approval to submit the annual State Aid to Libraries Grant, approval to extend the Library’s Long Range Plan from three to five years, and approval of the required Annual Service Plan and authorization for the Chairman to sign documents as approved by the County Attorney.



St. Lucie County has been the recipient of State Aid to Libraries grant funding since 1978. State Aid funds are made available through the Department of State/State Library of Florida for all county or municipal libraries throughout the State.  Along with their application, Florida Statutes, Chapter 257.17 requires that each library applying to the State Aid to Libraries grant program submit a three-five year Long Range Plan and an Annual Service Plan.


With the Paula A. Lewis Branch on track to open September 2017 the Library System anticipates, thousands of new users and a major service shift.  Extending the present three-year plan to the allowable five years, will allow the Library time to incorporate new user patterns and needs. Over the next two years as the new five-year plan is developed, input from patrons throughout the County will be integral to the process.


The amount of each Library’s annual award fluctuates and is based on the total State appropriation and the Library’s actual operating budget from the previous fiscal year.  Operating Grants provide a match of up to $0.25 cents on each dollar of local funds expended for the operation and maintenance of the library during the second preceding fiscal year.


Similar to last year, the State Legislature has appropriated $22,298,834 for Florida libraries.  In FY17 the St. Lucie County Library System was awarded $99,099. The Library’s FY18 grant amount is estimated to be similar to last year’s award.


These funds have been set aside to partially fulfill our annual financial commitment for services at the joint-use Pruitt Campus Library. The funds received from this grant can only be used for operating expenses. These funds have been projected in the Library’s FY18 budget.
