Recommendation

Staff recommends Board approval of Highway Maintenance Memorandum of Agreement (HMMOA) FM#230256-7-52-01 with Florida Department of Transportation (FDOT) for Kings Highway Reconstruction North of Picos Road to the I-95 overpass; and authorization for the Chairman to sign documents as approved by the County Attorney.

Background

The Florida Department of Transportation (FDOT) is finalizing the design for improvements to the intersections of Orange Avenue and Kings Highway.  The improvements to Orange Avenue are associated with FDOT’s proposed widening of Kings Highway to a four-lane divided highway with bike lanes, 12-foot wide shared use path on the west side and a 5- to 6-foot wide sidewalk on the east side of the roadway.  Construction of the second segment of Kings Highway from North of Picos Road to the I-95 overpass is scheduled to start Summer 2018.

 

The County’s portion of Orange Avenue immediately west of the intersection of Kings Highway will be improved by FDOT as a completed street with dual thru and left turn lanes, a right turn lane, and bikes lanes / 5-foot paved shoulders.  For pedestrians, the project includes the construction of a 12-foot wide shared use path along the south side of Orange Avenue for approximately 300 lineal feet.  A 6-foot wide sidewalk is also proposed to be constructed along the north side of Orange Avenue for the limits of the project, a distance of approximately 750 lineal feet.  The 6-foot wide sidewalk will replace and tie into the shell rock path currently in this area.  FDOT is funding the improvements as part of the project and no County match is required at this time.
